Like all manufacturing regions, Yorkshire and The Humber's new ESF priorities from 2011 include measures to respond to a significantly tightened labour market, increased redundancies and continued exclusion for many groups, whilst also looking to future growth opportunities. There will be a focus on progression in the labour market, as well as on measures to help employers preserve skills and jobs needed for eventual recovery.

Main priorities and issues
The Yorkshire and The Humber Regional Framework for 2011-2013 identifies four key investment areas for ESF, to be coordinated with other measures in the area including ERDF. These are:
- Progression as an essential result of intervention, including effective progression opportunities to higher level skills, and as a sound basis for targeting priority groups.
- Low carbon economy: there is a clear opportunity for ESF to support employment and skills related to this, particularly where new qualifications and supply-side capacity-building is needed. The full potential of emerging new industries such as new technologies in the healthcare, digital and low carbon sectors will not be realised without the right skills being available.
- Underpinning City Region revival - Leeds, Sheffield and Hull and Humber ports in this region - supporting priority sectors and complementary investment to support their growth.
- Help for companies to support economically valuable workforce skills for recovery, preserving the skills base which will be needed into the future.
Under Priority 1, specific target groups from the first round have been underrepresented in regional activity to date, and the plan re-emphasises them as a priority for engagement. Specific focus will be given to:
- lone parents
- women
- ethnic minorities
- disabled people
- older workers
- offenders and ex offenders.
Since the original ESF plan for the region was produced, much more has become known about the specific growth sectors linked to a low carbon economy, and the plan includes a focus on supporting these. This will include increased allocation for Level 3 provision under Priority 2, particularly in relevant sectors.
