Tribal Group offers a range of consulting, support and delivery services focused on improving the delivery of public services.
We work in partnership with a wide range of organisations across the public sector, including schools, colleges and universities; the NHS and primary care trusts; local authorities and housing associations; central government departments and government agencies; and third sector organisations.

John Bell, Policy Editor
John Bell brings to ESF-Works many years' experience with ESF, as a researcher, an evaluator, and as director of the support units for the Employment, Adapt and Equal programmes. John has always been particularly interested in turning policy into practice, both in the UK and across the EU, and will be helping to make sure that ESF-Works contributes fully to gaining the greatest benefits from the great public investment that ESF in the UK represents, in particular by stimulating debate and reflection, and by linking ESF to other policies and programmes. Until the end of 2008 John was chair of economic and social policy consultants, ECOTEC, where he worked with many parts of the European Commission, UK national, local and regional authorities and the third sector. He has wide experience in the social policy field, particularly employment, lifelong learning and local development.

Chrissie Upton, ESF-Works Regional Coordinator (South)
Chrissie was until recently a consultant within the Post-16 Education and Benchmarking group. A qualified Skill for Life professional, Chrissie has worked within the learning and skills sector for over 17 years, mainly within local authorities, and is experienced in the infrastructure of the English post-16 education system and the challenges that currently face this sector. She has managed a variety of adult education services, as well as projects for the Learning and Skills Council (LSC) and the Department for Culture Media and Sport (DCMS).
Chrissie is a specialist in the post-16 learning and skills environment and is experienced in partnership development, project management, quality improvement, strategic organisational reviews and external funding bids. She has led on two regional strategic initiatives, the first for IAG across six South London boroughs, the second a pan-London Skills for Life development project.
Chrissie has experience of course development in Skills for Life, and course delivery and curriculum planning in a variety of curriculum areas including Skills for Life, Foundation Learning Tier, Area 9 and Family Learning within both ACL and FE.
Chrissie is an approved IAS adviser and member of the Institute for Learning.

Pat Maurice, ESF-Works Regional Coordinator (Midlands)
Pat’s experience ranges across the healthcare and educational sectors. She spent a number of years as managing editor in humanities and social sciences for Cambridge University Press, prior to which she managed a NHS Task Force helping hospital trusts achieve government targets for reducing junior doctors’ hours. She is an excellent communicator and a skilled negotiator, with expertise in research, analysis and editing. Whether drawing on her skills as creative thinker, coach or strategic decision-maker, she has the ability to simplify and manage complex issues.

Jo Colley, ESF-Works Regional Coordinator (North)
Jo has worked as a consultant and content developer with Tribal over the last seven years, before taking up the post of regional coordinator for the Northern Region for ESF-Works. Jo has a background in FE management and extensive consultancy experience with Tribal: for OLASS, the Whole Organisational Approach, Capacity Building, MoLeNET and NCETM, in which partnerships with the LSC, DWP, JCP, and senior education managers in prisons and colleges have been key. She has also been involved in extensive research and resource development in the fields of literacy, ESOL and employability for Tribal, and has worked on several European projects, including Equal Works, m-learning, ALTSOLEM and BLOOM. Jo has lived and worked in the North East for more than twenty years.
